Lease of municipal lands at 80 Government Road

The City of Kenora (the “City”) is seeking proposals in response to this Request For Proposals (RFP) in relation to Lease of Municipal Lands in the City of Kenora, 80 Government Road, Unit B.

Proposals will be received by City of Kenora, 1 Main Street South, Kenora, ON  P9N 3X2, Attention: City Clerk, Re: Lease of Municipal Lands in the City of Kenora 80 Government Road, Unit B. 

Time and date for the closing of the RFP is:

11:00:00 a.m. CST on May 8, 2025 (the “RFP Closing Date”)

1. The proposal package can be obtained by contacting Melissa Shaw, City of Kenora Land Acquisition and Divestment officer via email at mshaw@kenora.ca.
2. Proposals must be open for consideration for a period of ninety (90) days after the RFP Closing Date in order to allow for the City to evaluate the various proposals and to undertake the negotiations with the selected proponents.
3. The City reserves the right to accept or reject any and all proposals and to waive irregularities and informalities at its discretion.
4. All written inquiries regarding the technical aspects of the Request for Proposals shall be emailed to mshaw@kenora.ca however, each proponent acknowledges and agrees that the City does not have an obligation to provide a response to any written inquiry. Telephone inquiries will not be replied to.
5. If the City, in its sole and unfettered discretion, determines that a written response to an inquiry is warranted, a written response will be prepared and distributed to all proponents who have requested a copy of the Request for Proposals and completed the acknowledgment form. Such written response(s) will be issued in the form of an addendum to the Request for Proposals and will be deemed to be part of the Request for Proposals.

Sewer and water reconstruction

Sealed Tenders for 2025 City of Kenora Sewer and Water Reconstruction (the “Project”) Tender Number: 411-431-001-25A will be received by City of Kenora (the “City”) at, 1 Main Street South Kenora, ON P9N 3X2, Attention: City Clerk.

Time and date for Tender Closing is:

11:00:00 a.m. CST/CDT on Thursday, April 24, 2025 (the “Tender Closing”)

1. The work to be undertaken generally involves, but is not necessarily limited to: storm sewer and roadway reconstruction (the “Work”) as set out on the list of drawings and specifications described as follows: Refer to Section 16, Section 17, and Section 19 of Appendix Four – Contract, Specifications and Drawings of the Tender documents.
2. The Successful Bidder shall achieve substantial performance of the Work for the Project by: Refer to Article 13 of the Instructions to Tenderers.
3. The drawings and specifications for the Project can be obtained from MERX under the name ‘2025 City of Kenora Sewer and Water Reconstruction’. Deposits paid to obtain the drawings and specifications will be refunded to unsuccessful bidder(s) at the discretion of the City.
4. All written inquiries regarding the technical aspects of the drawings and specifications for the Work shall be emailed to Stefan Stiller, P.Eng, sstiller@kenora.ca, however the bidder(s) acknowledge and agree that the City does not have an obligation to provide a response to any written inquiry and that it is in the sole and unfettered discretion of the City to provide any written response to a written inquiry. Telephone inquiries will not be replied to.
5. Submission of a tender by a Bidder gives the City the right to require the Bidder to execute the contract to perform the Work as set out within the tender documents. Tenders may not be withdrawn after the Tender Closing and will be irrevocable and open for acceptance by the City for a period of sixty (60) days following the end of the day of the Tender Closing. The Successful Bidder will be notified in writing of the award of the Tender when the City delivers a letter of intent to the Successful Bidder.

Tandem u-body plow/sander/dump truck

Sealed tenders for the Supply and Delivery of a Tandem U-Body Plow/Sander/Dump Truck for the City of Kenora will be received by the undersigned up to but not later than  

11:00 a.m. CT on Thursday May 8, 2025 

after which time they will be publicly opened at the City of Kenora Council Chambers at One Main Street South, Kenora, Ontario. 

Questions regarding proposals should be directed to Jerry Derouard, Fleet Services Manager, City of Kenora Operations, 60 Fourteenth Street North, Kenora, ON at 807-467-2092. 

Tenders shall be submitted in a sealed envelope, with brochures, clearly marked “Tandem U-Body Plow/Sander/Dump Truck”, and delivered to Heather Pihulak, City Clerk, City of Kenora, One Main Street South, Kenora, ON P9N 3X2. 

Electronic submissions will be accepted if sent to the City Clerk at hpihulak@kenora.ca. E-submissions must be received on or before 11:00am CST on Thursday May 8, 2025.

The lowest or any tender not necessarily accepted.  The City reserves the right to reject any or all Tenders, to waive irregularities and formalities therein, and to award the Tender bid in the best interest of the City of Kenora. 

All Tenders received become the property of the City of Kenora and as such are subject to the Freedom of Information and Protection of Privacy Act.

Water Treatment Plant sodium hydroxide FRP tank repair

Sealed Tenders for: Water Treatment Plant Sodium Hydroxide FRP Tank Repair (the “Project”) will be received by the City of Kenora (the “City”) at 1 Main Street South Kenora, ON P9N 3X2, Attention: City Clerk

Time and date for Tender Closing is:

11:00:00 a.m. CST/CDT on April 24, 2025. (the “Tender Closing”)

1. The work to be undertaken generally involves but is not necessarily limited to: Repair of the Sodium Hydroxide FRP Tank at the City’s Water Treatment Plant (the “Work”).
2. The City will host a site walkthrough on Thursday, April 10, 2025 at 11:00 a.m. at the Kenora Water Treatment Plant located at 5 Seventh Street South. Please arrange through Daniel Mach at dmach@kenora.ca.
3. The specifications for the Project can be obtained from Daniel Mach, P.Eng., Project Engineer, Utilities at dmach@kenora.ca or from MERX.com within Water Treatment Plant Sodium Hydroxide Tank Repairs Solicitation.
4. All written inquiries regarding the technical aspects of the Request for Tender shall be emailed to Daniel Mach, Project Engineer for Utilities dmach@kenora.ca, however the bidder(s) acknowledge and agree that the City does not have an obligation to provide a response to any written inquiry and that it is in the sole and unfettered discretion of the City to provide any written response to a written inquiry. Moncrief Construction Sports Centre lobby and general improvements

Sealed Tenders for Moncrief Construction Sports Centre (MCSC) Lobby and General Improvements (the “Project”), Tender Number: 23-730-7, will be received by City of Kenora (the “City”) at 1 Main Street South, Kenora, ON P9N 3X2, Attention: City Clerk

Time and date for Tender Closing is:

11:00:00 a.m. CDT on Thursday, April 17, 2025 (the “Tender Closing”)

1. The work to be undertaken generally involves, but is not necessarily limited to: Renovation of the main lobby of the Moncrief Construction Sports Centre as well as minor improvements to the pool office area and referee room (the “Work”). The project includes, but is not limited to, realignment of the reception desk, data, electrical, HVAC, infilling an access ramp, flooring, painting, interior doors, and interior windows. All work shall be completed as set out in the drawings and specifications included with this Invitation to Tender.
2. A mandatory site meeting will be held on Thursday, April 3, 2025, at 11:00 a.m. CDT as outlined in Specification 00 02 00.
3. The City’s consultant for the Project is Wolsey Wall Architecture & Interior Design.
4. All written inquiries regarding the technical aspects of the drawings and specifications for the Work shall be emailed to Craig Enns, Architectural Designer at Wolsey Wall (craig@wolseywall.com) and Brian Wall, Principal Architect at Wolsey Wall (brian@wolseywall.com), and cc’d to Chris Lock, Facilities Manager (Acting) at the City of Kenora (clock@kenora.ca). However, the bidder(s) acknowledge and agree that the City does not have an obligation to provide a response to any written inquiry and that it is in the sole and unfettered discretion of the City to provide any written response to a written inquiry. Telephone inquiries and email inquiries will not be replied to.
