The City of Kenora follows Ontario's Municipal Freedom of Information and Protection of Privacy Act (MFIPPA or the Act) which governs how municipalities, local boards, and other institutions handle requests for public records or your personal information. Under MFIPPA, the City is required to make information available to the public while at the same time protecting privacy and personal information that has been collected by the City.
The Municipal Freedom of Information Coordinator or Head of the Institution manages all Freedom of Information (FOI) requests for the municipality. Council has designated the City Clerk the role of Freedom of Information Coordinator. With that authority, the City Clerk has the responsibility to process FOI requests and oversee that all requests align with the Act.
Under MFIPPA, you have the right to access municipal records, subject to certain limitations and exemptions, and the right to access your personal information held by the City.
How to make a FOI request
To access municipal records or documents, please contact the Freedom of Information Coordinator/City Clerk to start the process. Provide a detailed description of the information you are requesting. Most records and documents are available through our usual disclosure and circulation practices. However, if the record you are requesting has not been published or released, the City Clerk will let you know. In that case, you must complete the standard Freedom of Information Request form and submit a $5.00 application fee, as required by MFIPPA.

FOI request response and fees
You will receive a written response to your FOI request within 30 calendar days, advising whether or not you are granted access to the information requested. If an extension is required to prepare a response, you will be notified within 30 days of making your request.
The City Clerk may provide a fee estimate before the request is completed, and in some cases, a deposit of 50% of the estimated fee will be required before the search begins. A fee of $7.50 per quarter hour will be charged for research, preparation and compilation of requested records. There may be additional costs for photocopying and other permitted fees, as provided for under the Act.
The Act gives you the right to appeal any decision made by the City of Kenora that relates to access of records or personal information within 30 days of receiving the City's decision. The Appeal Fee is $10.00 for personal information and $25.00 for all other requests.
