At a Special Meeting of Council held May 8, 2023, Council approved the execution of a Master Services Agreement (MSA) between Circular Materials and the City of Kenora for the delivery of Blue Box Collection Services under the Province of Ontario’s Blue Box Regulation, 2021.
Under the Regulation, the Province of Ontario is beginning to shift the responsibility of delivering municipalities’ recycling services to Producers. Producers are the Canadian brand holder or importer of blue box packaging, paper products and packaging-like products like paper and cardboard, aluminum food and beverage cans, plastic bottles, containers and packaging, etc.
Working with Producers are Producer Responsibility Organizations, who actually carry out the responsibilities under the Regulation. For the City of Kenora, the Producer Responsibility Organization is Circular Materials.
The agreement will come into effect on July 1, 2023 for the transition period of 30 months, to December 31, 2025.
The City of Kenora will continue to collect recyclable materials and residents will not experience changes to the service delivery they currently receive on the collection routes, at the depots or at the Transfer Station.
By entering into the agreement, the City is retaining jobs, while ensuring the financial stability of the service delivery model.
The City of Kenora remains committed to diverting recyclable materials from our landfill, while holding producers accountable and financially responsible for their products and packaging once they reach their end of life.
