On December 20, Council approved the 2024 capital budget. The budget includes a number of critical projects initiated by staff, Council and community input. Planned capital investment for 2024 is $17.7 million with a ten-year projected amount of $141.1 million, including Utilities.
Council met on September 21, October 12, November 22, and December 4 to review and amend the draft 2024 capital budget. Council held detailed discussion on priority capital projects and identified their priorities for the next five years through this process.
2024 capital budget highlights
Key investments:
- $4.4 million for bridge maintenance – City of Kenora maintains 22 bridges that transport goods, services, and residents throughout the City.
- $3.5 million for paved road network improvements, including $943k for Railway Street realignment and repaving, $798k for Lakeview Drive resurfacing, in addition to Superior Street and 10th Street projects.
- $2.8 million for the watermain and wastewater collection replacement and rehabilitation program.
- $1.3 million for hard surface and loose top roads including $798k for Essex Road.
There is an overall reduction to the net tax levy of $162,445 resulting from the adoption of the 2024 capital budget. Further discussion will occur in conjunction with the 2024 Municipal Operating Budget on the net tax levy impact.
Similar to the pressures facing Kenora’s residents, families and businesses, the City of Kenora continues to experience pressures tied to inflation and the high costs of construction, supplies and insurance. The budgeting process focuses on achieving the best balance possible – investing in key services and infrastructure to keep pace and prepare for the future while exploring every opportunity to reduce costs and find efficiencies in service delivery.
Council and Administration worked diligently in 2023 to advance the budget timelines to provide sufficient time for Council to consider priorities for 2024 and beyond. We recognize the time and efforts by Council and Administration in developing a budget that addresses significant projects and infrastructure needs for our community.
We would like to recognize the time and efforts made by City staff, who worked so diligently in partnership with Council, towards developing a budget that maintains services and strengthens Kenora.
