Council accepts the investment report of the Kenora Citizens’ Prosperity Trust Fund
Council accepted the second quarter investment fund which included reporting of the Kenora Citizens’ Prosperity Trust Fund. All investments experienced negative market impacts in the second quarter of 2022. The market deteriorated in the quarter due to two key developments:
- Bank of Canada started raising interest rates. This negatively impacted the markets as higher rates reduce economic growth and lower earnings; and
- Russian invasion of Ukraine created significant uncertainty in the Global markets. This is where the losses are most significant.
The key is that these funds are long term funds and investment levels remain consistent when the market returns positively.
Council approves October meeting schedule
Council approved changes to the Council meeting schedule for October to allow Council Chamber to be converted to the elections headquarters for voting assistance, to be:
- Committee of the Whole Meeting, Monday, October 3 at 9 a.m.
- Council Meeting Friday, October 7 at 12 p.m.
Council opposes changes to federal ridings
Council strongly opposed the reduction of Northern electoral ridings and representatives proposed by the Federal Electoral Boundary Commission. The reduction would mean combining Kenora with Thunder Bay, creating a massive northern electoral district. With this extensive jurisdiction, the City of Kenora would lose access to and interaction with our Member of Parliament, jeopardizing important projects and issues that the City works on closely with our Member of Parliament. Council directed staff to file an official opposition to Eric Melillo, MP Kenora Riding, the Federal Electoral Boundaries Commission for Ontario, the Kenora District Municipal Association, the Rainy-River District Municipal Association and the Northwestern Ontario Municipal Association.
The public is encouraged to attend the open house and voice their opposition to this electoral boundary change on Tuesday, October 4 at the Douglas Family Art Centre at 6:30 p.m.
Council approves lease renewal
Council approved staff recommendation to enter into an extended lease agreement for 904 Ottawa Street with the medical professionals representing the Keewatin Medical Clinic. The lease is extended to September 30, 2027.
Council approves contract for Kenora Recreation Centre concession
Council approved staff recommendation to enter into an agreement with Chad Gropp to provide food and beverage services in the Kenora Recreation Centre concession from October 1, 2022 to August 31, 2025. Expressions of Interest were sought for the operation of the concession with only one proposal received from Chad Gropp.
Council approves zoning by-law amendment
Council approved a zoning by-law amendment for the vacant lot at 216 Matheson Street South which will accommodate a multi-dwelling unit development targeted for senior housing rentals, a ground floor retail space, and a fourth floor medical clinic in a four-storey structure. This will be a beautiful welcome addition to our downtown with mixed use and added housing.
