As of January 1, 2008, changes to the Municipal Act, 2001, as amended, came into effect that will allow citizens to lodge an official complaint to determine whether a municipality has complied with the Open Meeting requirements contained in Section 239 of the Act, relating to any meeting or part of a meeting that was closed to the public. The City of Kenora, in conjunction with other municipalities in the region, has appointed a Closed Meeting Investigator for this purpose.
As such, the City is committed to ensuring that any request for an investigation under Section 239 is dealt with in a fair, open and expeditious manner. The City commits to full co-operation including the provision of all information requested by our appointed Closed Meeting Investigator, either written or through interviews, to assist the Investigator with his investigations.
The Closed Meeting Investigator process applies to all appointed Boards and sub-committees of the municipality with the exception of the Police Services Board and the Public Library Board.

Members of the public may submit complaints to the Closed Meeting Investigator relating to compliance with the Act for meetings or part of meetings that are closed to the public. All complaints will be treated as confidential, and handled directly by our duly appointed Investigator for this purpose (see contact information below).
