Provincial Offences Update May 25, 2020

Important Notice

As a result of the COVID-19 pandemic, a provincial State of Emergency has been declared. Court operations are limited during this time.

Statutory timelines have been extended, including time to exercise your options on the Offence Notice (ticket).

All Provincial offences trials are being rescheduled. If you are a defendant, a notice of your new court date will be sent to you by mail to the address on file with the court.

If you were summoned to appear in court for a provincial offence during the State of Emergency, you do not need to attend, as the matter will be rescheduled.

Rock Breaking Occurring Railway Street/Park Street Project Areas

Public Notice

Please be advised that there will be sporadic rock breaking occurring throughout the course of the sewer, water and road reconstruction project in the Railway Street and Park Street areas.

This work should go unnoticed, with little disruption. When it is possible, Moncrief Construction Ltd. will notify you if your home or business will be affected.

Beaches Remain Closed

Please be advised all City of Kenora beaches are closed and all washroom facilities will remain locked until further notice.

Thank you for your cooperation and understanding as we continue to follow directives of the Provincial government during the pandemic.

Load Restriction Lifted as of May 18, 2020

Public Notice

Please be advised that the load restriction on local roads put in place on March 20, 2020, will be lifted on Monday, May 18, 2020. This means heavier vehicles may now travel on those previously limited roadways.

Coney Island Summer Water Service

Public Notice

Please be advised the majority of Coney Island summer water service has been turned on; however, part of the system remains frozen.  For those who have water at this point, you should have received a hand-delivered Boil Water Advisory notice.

Coney Island remains on a Boil Water Advisory until further notice.

All water from taps should be boiled for at least one minute if it is used for human consumption.

Boiling removes harmful bacteria in the water that may cause illness.  Once boiled, the water can be stored in the refrigerator in a clean food-safe container and should be used for other activities where it may be ingested, including:
1)    Brushing teeth or soaking false teeth
2)    Washing fruits and vegetables
3)    Adding to uncooked food or drink
4)    Making ice cubes

City Wide Fire Ban Lifted May 15, 2020

Public Notice

Please be advised that the complete fire ban for the City of Kenora will be lifted as of Friday, May 15, 2020 at midnight. This follows an announcement from the Ministry of Natural Resources and Forestry (MNRF) ending the Restricted Fire Zone for the fire region of Ontario.

Although the fire ban has been lifted, conditions remain dry and residents are strongly encouraged to use extreme caution when burning. Consider weather conditions before burning.

From April 1 to October 31, controlled seasonal burning is in effect which means no day burning. Evening burning can take place between two (2) hours before sunset and two (2) hours after sunrise.

Burning Permits are required for all outside burning, except campfires. If you require a burning permit, please contact City Hall at 807-467-2000 to purchase over the phone. Fire Station One, 14th Street North, is not able to process burning permits at this time. Rules and contraventions included with the permit must be reviewed by the person in charge of the fire before burning starts.

Fireworks are allowed on Victoria Day Monday, May 18, between 7 p.m. and 11 p.m. only.

Railway Street Daytime Lane Closure May 18, 2020

Please be advised that beginning on Monday, May 18, 2020 Railway Street will be reduced to one lane during the day with two-way traffic resuming in the evening.

We anticipate both lanes of traffic to reopen in mid-July.

This closure is necessary to allow Moncrief Construction Limited to perform water, sewer, and road reconstruction.

Park Street and Railway Street Project

Park Street Road Closure May 11, 2020

Public Notice

Please be advised that a portion of Park Street from the roundabout to Seventh Avenue South will be closed to both vehicle traffic and pedestrians beginning on Monday, May 11, 2020.

Local traffic will be allowed through the project area.

We anticipate this area being closed until mid-July.

This closure is necessary to allow Moncrief Construction Limited to perform water, sewer, and road reconstruction.

As the Province of Ontario declared a State of Emergency and continues to take significant steps to limit the transmission of the COVID-19 virus, the City of Kenora continues to protect the health and safety of the public, Council, and employees while at the same time processing Planning Act applications to ensure services that support community development can continue. Therefore, in accordance with the City of Kenora Procedural By-law 043-2020, the Planning Advisory Committee will hold a virtual public meeting in accordance with the Planning Act, and orders made under the Emergency Management and Civil Protection Act.

TAKE NOTICE that the City of Kenora has received an application for approval of a proposed Draft Plan of Condominium for the property located at 1731 Railway Street, as identified in the Key Map below. The application was deemed complete by the City of Kenora on February 28, 2020 in accordance with Section 51(19.4)(a) 51(20) of the Planning Act, R.S.O. 1990.

TAKE NOTICE that the Kenora Planning Advisory Committee (PAC) who hears applications and considers recommendations to Council, will hold a virtual public meeting at the following time and location:

When: Tuesday, May 19, 2020 at 6:00 p.m.
Location: PAC will be hosting a virtual meeting via Zoom Meeting, which allows for participation by telephone, as well as by computers and mobile devices. Access to the virtual meeting will be available and a recording of the meeting can be viewed on Kenora.ca following the meeting.

LOCATION OF THE PROPERTY
The subject lands are located in a mixed-use neighbourhood which was part of a small highway commercial and residential area in the former Town of Jaffray Melick. The subject lands abut Laurenson Creek, a Provincially Significant Wetland to the south, and light industrial use lands to the east. There is a mix of residential and light industrial/highway commercial uses on the north side, along Railway Street. The abutting property, to the west, is a single detached dwelling and there are single detached and multi residential dwellings in the immediate area. The subject lands are located approx. 300 metres south of the Canadian Pacific Railway. A Key Map is provided below.

DESCRIPTION OF PROPOSAL
The Draft Plan of Condominium (known as Laurenson Landing) will be a phased development consisting of seventy-three (73) units in three (3) phases. The first phase would see the development of fourteen (14) single storey, multiple attached dwelling and fifteen (15) two storey stacked multiple attached dwellings. The second phase would consist of fifteen (15) single storey multiple attached dwelling units and sixteen (16) two storey, stacked dwelling units. The third phase proposes an additional thirteen (13) two storey multiple attached dwelling units. Common elements include driveways and rear yard amenity space.

The Draft Plan of Condominium application is to divide the ownership into the 73 proposed units.

Access to the Subject Lands is via Railway Street, one of Kenora’s main arteries. The proposed internal road system will be a crescent and one road; the road will be 8 m in width.

VIRTUAL PUBLIC MEETING: Although in-person Committee meetings have been cancelled, there are several ways in which the general public can provide input on the proposed plan of condominium, as follows:

a. Submit comments in writing: Persons wishing to provide comments may submit such comments in writing, by email, to mshaw@kenora.ca or by regular mail to the address below, and quote File Number: D07-20-01. Comments shall be submitted by 4:30 p.m. on Tuesday, May 19, 2020.

b. Register to Speak at the PAC Virtual Meeting: If you wish to speak at the PAC Virtual Public Meeting, you are asked to register in advance by email, to mshaw@kenora.ca and quote File Number: D07-20-01. After registering, you will receive a confirmation email containing information about joining the webinar by following the link provided through email. Please note that neither a computer, nor a video sharing device, is required to participate in the meeting via Zoom. You may also opt to call in from a cell or landline. NOTES REGARDING YOUR RIGHTS

i. This will also entitle you to be advised on a possible Local Planning Appeal Tribunal hearing.

Operations Staff Shift Changes April 27, 2020

Public Notice

Please be advised that new shifts for the City Operations crews have started this week. This includes both our Roads and Sewer and Water crews. The crews will work seven days a week, from 7:00 a.m. until 7:00 p.m.

You may notice equipment and trucks working in your neighbourhoods into the evenings and through the weekends.

Street sweeping will be done during these new hours rather than early morning. This means crews will have to work around and through traffic. Please be patient when approaching a street sweeper. Please note when ‘No Parking’ signs have been posted in your neighbourhood and obey them, to avoid being towed.

Household Hazardous Waste Depot Opening Postponed

Public Notice

Please be advised the opening of the Household Hazardous Waste Depot has been postponed until further notice to protect City staff and the community during the COVID-19 pandemic situation.

You should continue to store your household hazardous items until the depot re-opens. The safest way to dispose of hazardous waste is to use this depot. Do not put these products in the garbage.

Coney Island Footbridge Removal April 29, 2020

Please be advised the Coney Island footbridge will be removed for the season on Wednesday, April 29, 2020 beginning at 8:00 a.m.

This work depends on weather conditions and weather fluctuations. Should there be unfavourable weather on Wednesday, we will work to remove the footbridge by the end of the week.
